Also a SCREENSHOT of having a Confessor's Orders drop while playing as Keiran is welcome in this thread.
I'll be playing more of this myself so will post more observations or even screens later.
EDIT: On subsequent runs the lootscaling works as normal so it's no longer 100% drops (the first run must have been different because I've started it very slowly reading and getting used to new skills and being very slow at killing then). Still zero Confessor's Orders.

I have gotten two Rotscale Recurves bows on 2 runs of that mini-mission and a confessors orders, however i did not think they were rare enough to screenshot

Actually, Rotwing always drops this bow, at least according to both wikis. Obviously, if you have heroes or henchies in your group, there's a chance it will drop for them, so you won't see it drop.
ALSO:
Sorry this is so late, but looking back, I'm pretty certain now that I got those confessor's orders fighting to the arrowhead. Sorry for being an idiot.

Rotwing does not always drop the bow.
Killing him solo with Kieran (Miku is an ally, and does not get drops) is not guaranteed to get a bow.
I got 3 bows in a row, but a friend of mine got 0.

yeah, you cant take henchmen into these quests.... and people have not gotten rotwing to drop a bow in the quest, even though your playing effectively by yourself for drop purposes, so its not a 100% drop.

I can confirm this. I killed Rotwing as Keiran yesterday, and no bow dropped for me.

Rotscale always drops its bow.
So... why don't we get it sometimes?
Because the source of damage that killed Rotscale came from an NPC.
In this case, that NPC would be Miku. If her attacks or conditions kill Rotscale, you won't get the bow.
I got it every single time I killed rotscale with the sniper shot, but the time it died due to bleeding, the last one that deal that condition as Miku, so I didn't got the bow.
Same happens to me in Kilroy's Dungeon. Enemies he kills won't drop anything for me.

it is not dependant on the source of the damage that kills rotscale - it is a random whether you get it or Miku. I was doing the kieran mission and right at the end with rotscale very low on health - Miku died and I finished rotscale off with arrow skills - I still did not end up with the bow - I assume Miku got it even though she was dead.

why you consider Rotwing as exceptional boss? or as boss like one? the drop is random and this is the question of luck ... of course there are mobs with higher rate and lower one but this is a different story ... I do not think the drop appearance has sth to do with the fact the NPC or char has finished the mob ...however of course due to the fact that you kill Rotwing with 2 memeber party increases the drop rate significantly comapring to full 6 member team kill ...

Rotscale is a boss-like foe, like the end-game bosses. It doesn't have boss glow, and it seems he doesn't have Natural Resistance like other Prophecies bosses.
